Makoto Shimooka (下岡 誠) is a programmer. He started out at Sega Rosso in 2001, joining them over his love of cars and their racing games.[1] Following their absorption by Hitmaker he eventually moved to AM Plus, where he programmed Sega Race TV. Sometime after its 2008 disbandment he became a part of Sega R&D1, with patents suggesting he contributed to several of its medal games and Hero Bank Arcade. He later programmed Initial D Arcade Stage Zero (for which he holds a patent of its teams mechanic[2]) and Mario & Sonic at the Olympic Games Tokyo 2020 - Arcade Edition at Sega Interactive R&D1, returning to racers on Sonic Racing CrossWorlds as part of Sega 2nd Development Division.
