Switch from minio to garage - #3835

Description

Switches from the included Minio to garage.
Minio has unpublished their previously published docker images so we can't keep using them.

We've also evaluated other options than garage including:

• seaweedfs (doesn't seem to provide a official prebuild container image to easily self host)
• RustFS (not yet GA, also no easy support for a "default" bucket that's directly available.

For users which have minio disabled using minio.enabled=false the garage instance also remains disabled.

Also while looking at the instal guide I've updated the supported kubernetes versions for the SCB.

Checklist

• Test your changes as thoroughly as possible before you commit them. Preferably, automate your test by unit/integration tests.
