Port flimj-ops Python notebook to SciJava Ops FLIM

I did not port [this notebook](https://github.com/flimlib/flimj-ops/blob/master/notebooks/FlimLib_from_python.ipynb) to SciJava Ops FLIM in scijava/incubator#125 because we are planning to improve Op execution from Python for a later paper. Once we do that, we should port this notebook.
