master counterpart of PR against 3.3.x, adapted for the avatar.helper service that replaced phpbb_get_user_avatar() on this branch, and for the rank/avatar block having moved after the log-query section here. Exposes userrow, rank_data and avatar before the page's assign_vars() call. PHPBB-17727

master counterpart of #7059, needed because that PR's forward-merge check reported a conflict: master already replaced
phpbb_get_user_avatar()(the line the event sat next to on 3.3.x) with theavatar.helperservice, and moved the rank/avatar block to after the log-query section. Adds the same event at its new position, adapted to exposeavatar(the avatar data array) instead of the removedavatar_imgstring.
