release: 0.7.1 - #356

Ships the two precision fixes that have been sitting in main since 0.7.0. Both were found against real failing runs, and both were the same shape of bug: a line that merely names a tool read as proof that tool had failed.

• timeout-minutes declared ≠ job timed out. envoy coverage run 29363920524: ci_job_timeout 0.53 (single signal: the echoed config line) → code_coverage_threshold 0.53.
• Installing golangci-lint ≠ failing it. grafana lint-go run 27635190952: go_lint 0.71 with repro golangci-lint run ./... → go_test_failure 0.53 with repro go test ./... — the actual break was a call site the compiler flagged.

Measured before/after against the committed logs in examples/real-world/, before = the 0.7.0 wheel from PyPI (what a user installs today).

Version bumped in the four places test_version_consistency pins: pyproject.toml, __version__, the README quickstart line, uv.lock.
