Include the environment's MXC backend in MCP sandbox metadata - #49781

Conversation
## What changed Capture each environment's effective Windows sandbox backend in the MCP runtime and include it as `useMxc` in sandbox state metadata for supporting servers. Use the server's captured environment selection, including local fallback, so the local MXC preference does not leak into attached environments. Default missing backend information to `false`. ## Testing Extend tests to cover MXC metadata handoff, attachment isolation, local fallback without a selected local environment, and preservation of captured backend settings across runtime refreshes.
