What issue are you seeing?

[Windows][26.924.2738.0] Persistent startup spinner — app_start timeout after auth/renderer ready; survives Repair and reinstall

Then include:

  • Windows 11 build 26200
  • ChatGPT Plus
  • app version 26.924.2738.0
  • worked before Sep 26 update
  • config approval_policy not present
  • Repair failed
  • uninstall/reinstall failed
  • normal/admin launch both fail
  • codex doctor: 20 OK, 0 FAIL
  • auth/WebSocket/network all healthy
  • fresh log ends in name=app_start outcome=failure reason=timeout

What steps can reproduce the bug?

  1. Install/update the official ChatGPT/Codex Windows app to version 26.924.2738.0.
  2. Sign in with a ChatGPT Plus account.
  3. Launch the Windows desktop app normally.
  4. The main window opens as a blank/dark surface with a loading spinner.
  5. Wait approximately 2 minutes.
  6. The UI never becomes usable.
  7. The desktop log records:
    name=app_start outcome=failure
    reason=timeout

The same result occurs after:

  • Windows App Repair
  • full uninstall/reinstall from Microsoft Store
  • Windows reboot
  • normal launch
  • Run as administrator

The issue is reproducible on every launch.

No in-app session ID is available because the desktop composer never loads.
