[Windows] Codex Desktop 26.924.1866.0 stuck on startup spinner until app-server codex.exe is terminated #48333

What version of the Codex App are you using (From “About Codex” dialog)?

26.924.1866.0 (Windows package version; the app does not load reliably enough to open About Codex)

What subscription do you have?

What platform is your computer?

Microsoft Windows NT 10.0.19045.0 x64

What issue are you seeing?

Codex Desktop remains indefinitely on the startup spinner before showing projects or chats. Its child codex.exe app-server process stays running. If I terminate only that process while the spinner is visible, the UI proceeds and my existing chats appear. The problem returns on every normal restart.

The local logs show:
MCP server startup failed server_name="codex_app" error="timed out awaiting tools/list after 10s"

The app-server also receives repeated getAuthStatus requests during startup. Windows AppModel-Runtime reports that the app package and process launch successfully.

What steps can reproduce the bug?

  1. Close Codex Desktop completely and confirm no codex.exe process remains.
  2. Open Codex Desktop.
  3. It stays on the startup spinner indefinitely.
  4. Terminate the child codex.exe process in Task Manager.
  5. The UI advances and displays the existing chats.
  6. Close and reopen Codex Desktop: the spinner returns.

I also tried Windows Repair and Reset, uninstall/reboot/reinstall, a fresh .codex profile, a fresh web profile, temporarily removing config.toml, regenerating logs_2.sqlite, and changing the Windows sandbox mode. None fixed normal startup.

What is the expected behavior?

Codex Desktop should complete startup and display my projects and chats without requiring me to terminate its app-server process.

Additional information

Windows package: OpenAI.Codex 26.924.1866.0.
The child process is launched with:
codex.exe -c features.code_mode_host=true app-server --analytics-default-enabled -c [email protected]_servers.codex_app.enabled=true

A separate warning reports HTTP 409 "Remote app server already online", but no codex.exe process remains locally after closing the app. It is unclear whether this warning is related.
