[TEMPLATE-UPDATE-REQUEST]: approval request for changes to the locked issue templates in .github/ISSUE_TEMPLATE/, as required by constitution §II (Curated Assets with Locked Governance). The changes are in PR #3534 (spec 008 tasks T040b and T053), which closes this issue when it merges and should not merge until this request is approved.

Update .github/ISSUE_TEMPLATE/config.yml: add a "Questions and support" contact link to https://github.com/lightspeedwp/.github/discussions, so the issue chooser sends questions to Discussions. Issues are for tracked work; decisions use the Decision template, and help requests stay in Discussions.
Decision work that changes files uses a docs/ branch, so its PR is labelled type:docs and routed to pr_docs.md by branch prefix. No PR template changes are requested.

Impact on dependent systems: template frontmatter and label checks (scripts/agents/includes/check-template-labels.js) pass with the new template; the issue template count stays at 25, one per issue type. The title normaliser (scripts/automation/normalize-issue-pr-titles.js) now maps type:decision to decision: instead of chore:.
Breaking changes: new issues can no longer use the Question template. Existing open type:question issues convert to Discussions later (task T063).
