All three AGENTS.md sources remain intact, and the upstream default now loads them. The remaining compatibility gap is confined to contributor tooling and is recoverable, but merging this establishes Claude Code 2.1.277+ with the built-in agents-md behavior enabled as the supported automatic-instruction path.

Removing the root fallback also removes automatic project instructions for Claude Code versions before 2.1.277 and for current installations that disable the built-in agents-md mod or select claude-md. The merged upstream implementation makes AGENTS.md fallback the default, but its own README keeps those opt-out modes, and 2.1.278 has a current report of intermittent sessions loading no AGENTS.md. The effect is bounded to contributor-agent guidance and recovery is updating/configuring Claude Code or restoring the symlinks, so I’m treating it as a non-blocking adoption risk. Keeping these pointers through a transition would avoid the gap.
