Code Review
This pull request updates the 'shell-quote' dependency to version '^1.9.0' in package.json, packages/cli, and packages/core to address a security vulnerability. However, the root 'shell-quote' dependency in package-lock.json still resolves to the vulnerable version 1.8.3. Running 'npm install' is recommended to properly regenerate the lockfile and fully resolve the vulnerability.
Note: Security Review has been skipped due to the limited scope of the PR.

The root shell-quote dependency in package-lock.json is still resolved to version 1.8.3 (which is vulnerable to CVE-2026-9277), even though the root package.json has been updated to 1.9.0. Please run npm install to properly regenerate the lockfile and update the root shell-quote package to version 1.9.0 to ensure the vulnerability is fully resolved.
