Rate limit aborts subagents #2840

Describe the bug

During rate limit and using auto model, if copilot spawn a subagent to do some work, the subagent just emits "rate limited" and forces the main agent to do the work itself.

Affected version

1.0.32

Steps to reproduce the behavior

1. Get in the rate limit (I am not happy to get in it but I am in it now 😒) and switch to auto model
2. Try spawn a subagent to do some work, like review the code
3. The subagent returns "rate limited"

Expected behavior

The subagent should work in auto model.
