GitHub Copilot CLI doesn't respect ~/.agents/skills as Copilot Chat in VSCode #1329

Describe the bug

GitHub Copilot in VSCode uses skills from ~/.agents/skills by default (universal directory), but delegating tasks to GitHub Copilot CLI ignores skills in that directory.

0.0.405

Expected behaviour

GitHub Copilot CLI uses the same skills as VSCode, because from the user perspective, I'm just selecting "Background" mode and run task in that mode in VSCode.
