Merge current main into Bug 1118 
Sibling Bug #1141 changed the same sanitizer and Codecov ownership
comments as the quoted query-tail fix.

Retain both scanners and their public test matrices while combining the
mirrored daemon-core ownership rationale. Preserve all other current-main
changes unchanged. The accepted multi-tail follow-up remains deferred to
Bug 1239.
