Owner records and linked artifacts provide the required review, adjudication, CI and coverage evidence; metadata omissions were reconciled without repeating code reviews.
The independent installed LCM artifact matches that exact commit. Root reverified its SHA-512 and all695 package files. Socket/integrity checks, doctor, native Codex connector and live daemon health passed. The final complete local post-merge suite (pnpm run test --maxWorkers=1) passed 9,256 tests, with14 existing skips, across306 passing files and3 existing skipped files. Required PR CI100% line/branch/function/statement and per-file gates remained unchanged.

Each creates its dedicated branch/worktree and owns investigation, planning, review adjudication, PR and prompt protected merge. Independent GLM-5.3 Max and Grok 4.6 medium first-pass plan reviews precede Opus 5 medium second-pass synthesis. Owners adjudicate before Luna high/priority implements.
Commit and freeze every candidate SHA during the identical GLM/Grok then Opus review process. Accepted P0/P1 block completion. Accepted P2 receive new actionable native Bug issues linked to Bug and PR; filings after S1 cutoff stay outside S1. P3 do not require remediation. After three Luna remediation rounds with outstanding blockers, Astra high/priority inherits the existing work and continues until clean or genuinely externally blocked.
