Fixes #52881 by waiting plugin activation before text generation.

How did you verify your code works?

$ opencode service restart
$ opencode api post /api/experimental/generate --data '{
  "prompt": "Return only the word OK.",

    "id": "gpt-5.6-luna"
  }

returns

{"data":{"text":"OK"}}

as expected.
