fix(ai): make model capability defaults forward-compatible - #52388

Summary

• Default chronological effort updates on for GPT major versions >= 6, including GPT-6.1, future families, snapshots, and model suffixes.
• Default tool streaming on for GLM >= 4.6, including later minor and major versions, when tools are present.
• Preserve explicit overrides and OpenAI pro reasoning-mode / automatic context-management exclusions.
• Cover version boundaries, gateway namespaces, case-insensitive IDs, malformed IDs, and override behavior.
