What does this PR do?

Stops new accounts and Go subscriptions from being created in the legacy Console. Only accounts belonging to a workspace with an active Black subscription_id can authenticate or continue using an existing legacy session; everyone else is redirected to the new Console. Legacy workspace Go traffic and public Go CTAs route to /console/go, and the core checkout method rejects direct calls. The existing Go components and checkout implementation remain in place for separate cleanup later.

How did you verify your code works?

  • bun run typecheck (30 tasks passed)
  • focused oxlint on changed source files (0 errors)
  • production data check: 1,887 active Black workspaces; no pending Black booking created in the last 30 days
