feat(app): add Hebrew locale - #42475

Summary

• add complete Hebrew translations for the app, shared UI, and desktop renderer
• register he-IL for locale detection and native desktop translation bundles
• enable the existing RTL layout path for Hebrew
• add Hebrew CLDR dual plural forms and locale coverage tests
• record a Hebrew terminology glossary for future translation updates

Translation review

The translation uses natural Israeli Hebrew rather than word-for-word substitutions. Established Hebrew terms are used for common developer concepts such as מסוף (terminal), פקודה (command), ספק (provider), מודל (model), סביבת עבודה (workspace), ענף (branch), and מאגר (repository). Product names, protocol acronyms, identifiers, commands, paths, and exact technical artifacts remain unchanged where translation would reduce clarity.

Terminology and RTL guidance were cross-checked against:

• Hebrew Academy approved IT terminology
• Firefox Hebrew localization corpus
• KDE Hebrew localization corpus
• the community-maintained VS Code Hebrew language pack
• Microsoft Hebrew developer documentation
• W3C bidirectional-text guidance
