Contribution guide conflicts with linked-issue automation #40834

Description

The documented and enforced linked-issue policies disagree.

CONTRIBUTING.md explicitly requires every PR to reference an existing issue, while .github/workflows/pr-standards.yml skips linked-issue validation for PR titles starting with docs:, refactor:, or feat:. This exception is active in practice: #38709 was merged without a linked issue.

Expected: The contribution guide and automated checks describe and enforce the same linked-issue policy.

Actual: The guide requires an issue for every PR, while the workflow exempts three PR title types.

If the workflow exceptions are intentional, I can submit a small documentation update describing them. Otherwise, the workflow appears inconsistent with the documented issue-first policy.

Steps to reproduce

  1. Read the Issue First Policy in CONTRIBUTING.md.
  2. Read the linked-issue checks in .github/workflows/pr-standards.yml.
  3. Compare the documented all-PR requirement with the docs:, refactor:, and feat: exceptions.
  4. Observe merged docs PR docs(ecosystem): add opencode-tavily plugin #38709, which has no linked issue.
