Add CI check for min required version

When a PR is modifying two different packages that depend on one another (e.g.` uipath-platform` and `uipath-core` -> `uipath-platform` depends on `uipath-core`) we need to make sure the min required version of the [dependant library](https://github.com/UiPath/uipath-python/blob/main/packages/uipath-platform/pyproject.toml#L11) is also updated.
