Overview
Releases Socket Python CLI 2.9.1 by bumping the default reachability engine from @coana-tech/cli 15.10.41 to 15.10.42.

The pinned version in DEFAULT_COANA_CLI_VERSION and the documented --reach-version default are updated accordingly; pyproject.toml, socketsecurity/__init__.py, and uv.lock reflect the new package version. CHANGELOG documents the engine bump and points to the reachability analysis changelog for engine-specific changes.

Behavior is unchanged unless you use --reach without overriding --reach-version: those runs now pull the newer Coana build when you upgrade via pip.
