Fixes every profile picture that was failing to render on the members list and network graph. One commit per picture.

/api/avatar, which fetchesdrive.google.com/thumbnail. Google intermittently 404s that endpoint when it throttles an IP; during testing every Drive-hosted picture was returning 404 through the production proxy at the same time. Serving them from/public/photos(the convention documented at the top ofmembers.ts) removes the dependency.
