Electron: Windows touchpad scrolling speeds up after window occlusion or restoration

Touchpad scrolling speeds up after restoring a window on Windows

Tested with Electron 44.5.1 on Windows 11. The window starts with backgroundThrottling: false.

Open this Gist in Electron Fiddle and click Run. Fiddle uses the prebuilt Electron release; building Electron or Chromium is not required.

  1. Click inside the page, press F9 to establish a normal baseline, and scroll with a two-finger touchpad gesture.
  2. Press F8. A second window covers the page for two seconds, then focus returns.
